| Subsidized child care options are available to those families that qualify; subsidized providers can help parents pay for child care. This service is provided through the Child Care Eligibility List (CCEL), a centralized eligibility list designed to simplify the application process for parents seeking subsidized child care. Through the Child Care Eligibility List a parent can apply for every state-subsidized child care program in Contra Costa County with one, easy application. A family is eligible to apply for the Child Care Eligibility List if the family meets both the income guidelines and the need for care requirements, as outlined below.
Income Guidelines
A family is income-eligible if their gross monthly income does not exceed the amount indicated on the chart below, as corresponds to their family size.
- Family size is roughly determined by the total number of adults and children living in the home.
- Countable Income sources include: wages/salaries, self-employment income, child support/spousal support, Cash Aid (TANF or CalWORKs), worker's compensation, disability insurance payments, unemployment, pensions or annuities, veteran's benefits.

Need for Care Requirements
Every parent or guardian must fulfill one of the following requirements:
- working
- in a training program
- going to school
- or have a reason they cannot care for their own children
Or, they may wish to have their child(ren) attend a State Preschool Program or Head Start program without meeting these need for care requirements.
Addititional Requirements
- Parents must live or work in Contra Costa County.
- Only children aged birth through 12 years old are eligible for subsidized care. (Children with special needs are eligible through 21 years of age.)
